Foundation Governance
The legal structure for the Academy has involved the setting up of two distinct
legal entities – one that covers the day-to-day operation of the school itself and the other, a foundation, that is responsible for the school’s capital requirements and getting the Academy’s permanent campus financed and built.
Saint John Paul II Academy Foundation
This entity was established in October 2019 whose express purpose is to ensure that all capital needs for the Academy are met. In practical terms this means working to ensure that the school’s new campus is built. The Foundation will be responsible for arranging the necessary financing, in raising funds in support of its construction and in working with various architects, consultants, engineers, and contractors to ensure that the new campus is built.

Troy Van Vliet – Chair
Troy Van Vliet has played a pivotal role in the establishment of Saint John Paul II Academy. Alongside his lifelong partner, Lisa Van Vliet, Troy takes great pride in being the parent of two wonderful daughters, Tayla and Annika, both of whom are enrolled at the academy.
Both Troy and Lisa are deeply involved in various aspects of the school. While Lisa usually prefers to work behind the scenes, she has been actively engaged as the Vice President of the parent association for many years. Her dedication and talent have been instrumental in organizing successful events.
As the founder of Saint John Paul II Academy, Troy Van Vliet brings his entrepreneurial spirit and expertise as the Principal of Tavan Group of Companies. His vision and leadership have been the driving force behind the academy’s success. Troy’s business acumen and ability to bring people together have been instrumental in establishing a boutique private school in White Rock and the ongoing development of a new campus in South Surrey.
In addition to his role as Chairman of the Foundation Board, Troy also serves as one of the Directors on the Society board. He spearheads the Building Committee and works closely with project managers and general contractors to ensure the smooth progress of the new campus construction.
Troy Van Vliet’s unwavering commitment and multifaceted involvement have been invaluable to the growth and development of Saint John Paul II Academy.

Jeff Hector – Vice Chair
is Senior Wealth Advisor with Assante Wealth Management. Jeff was one of the founding families of Southridge School in South Surrey where he served as Board Chair. Jeff’s experience and insight into helping get a school off the ground has proved invaluable to our efforts to establish St. John Paul II Academy. Jeff serves as board vice-chair.

Silveria Roselli
Director of Advancement, Marketing & Communications and Secretary of the Board
has been involved with this project from its inception and has been a critical catalyst for getting the school started. Born and raised in Vancouver by a loving Italian Catholic family, Silveria holds a BA from UBC and is a proud graduate of St. Patrick’s secondary. As Chief Operating Officer of the Tavan Group, she oversees operations and business development. A keen advocate for the Academy from its outset, she brings considerable project management, marketing, and communication experience to the board. Silveria chairs the foundation’s marketing and communications committee.

David Boulton
enjoys a fruitful retirement after having built a successful career as VP and Financial Consultant with CIBC Wood Gundy in White Rock. Dave was also a founding director and past president of the Surrey Community Foundation. He and his wife Sheila belong to Star of the Sea parish where he is active in the Knights of Columbus.

Ken Prout
is a long serving parishioner at Star of the Sea parish. After a distinguished 37-year career in senior management with Kellogg Canada, he plays an active part in the lives of his grandchildren who attend Star of the Sea and St. Andrews elementary schools and Vancouver College. He is keen to help in building St. John Paul II Academy and strongly believes of the great need for this high school in the South Surrey-Delta and White Rock areas. Now retired he built a long and distinguished career in business serving in senior management with a major global foods brand.

Dr. Paul Sahota
is on the teaching faculty at UBC in the department of Anesthesiology, Pharmacology and Therapeutics. He is also Anesthesiologist at BC Women’s Hospital and Health Centre. A proud father of two, both of whom attend Star of the Sea Elementary School.

Nick Schneider
Mr. Schneider is currently the Executive Director of Finance & Administration for the Catholic Independent Schools Vancouver Archdiocese, he has been serving in this role since spring of 2020. Prior to this he spent over twenty years as a senior financial executive, with a focus on treasury, for a number of US multinational organizations. Mr. Schneider is a graduate of Notre Dame High School and received a Bachelor of Commerce Degree from the University of British Columbia and holds both a CPA and CMA designation. .

Pat La Roue
Pat, a graduate of St. Thomas More Collegiate, earned a Bachelor’s degree from UBC and has enjoyed a successful 30 year career in sales management. Deeply involved in youth sports and community service organizations, Pat is married to Marcia, and together they have three adult children and a golden lab. A resident of South Surrey since 2007, Pat enjoys running, cycling, and mountain climbing.

Brad Kielmann
Brad is a resident of Surrey. He is a partner at a local law firm. Brad volunteers his time in the community by serving on several boards involving sports, the arts and philanthropy. Having attended Athol Murray College of Notre Dame, he appreciates how a Catholic education can enrich and enhance the full life of its students.

Silveria Roselli
Chief Operating Officer,
Tavan Group
As Chief Operating Officer of the Tavan Group, Silveria oversees the operations of this dynamic, growing company. She is responsible for developing and maintaining the sustainable growth of the company’s diverse portfolio. As Tavan’s second-in-command, Silveria has a key role in setting the strategic direction of the company. She establishes the necessary policies and procedures that will ensure the success of Tavan’s goals. Her strong interpersonal skills are invaluable in managing staff, trades and associates. In conjunction with the CEO, Silveria is responsible for all business development and expansion activities. Silveria holds a BA from the University of British Columbia. Prior to coming to Tavan, she held senior positions at the Vancouver Canucks, Studio B Productions and Curve Communications. Her experience demonstrates a strong propensity to identify opportunities, initiate processes and procedures, and control efficiencies. Silveria’s commitment to her community includes donations to Children’s Hospital and the development of a new school in South Surrey.

Mark Blackwood
Architect, AIBC, MRAIC,
MArch, BTech (Arch)
As a principal at EKISTICS Architecture and a licensed member of the Architectural Institute of BC, Mark manages the firm’s business development and architectural projects in BC and leads a team of talented architects, building technologists and designers. His projects range from large scale mixed-use master planned communities to boutique townhome developments and custom residences.
He holds degrees in Architectural Science, a master’s degree in Architecture and has received numerous awards including the Henry Adams Medal in Architecture and an honorary membership into the Royal Architectural Institute of Canada. Mark began his career working for both architectural and structural engineering firms in Ontario and BC where he gained an appreciation for the tectonics of architecture working on institutional projects and for municipal governments and First Nations clients.

Ed Van Vliet

Ed began his career in construction by learning the trade from the ground up. Starting in the 1980s, he worked for his father’s construction company, learning the importance of hard work and standing by old school values. Ed obtained his Certificate of Qualification in Carpentry from BCIT in 1992. His extensive experience and constant desire to progress gave him the competitive edge in this industry. As Van Brothers Forming Ltd. co-owner and president, Ed provides focused and powerful leadership with a commitment to quality. As a journeyman carpenter, Ed’s extensive field experience combines with insightful business sense to make him a successful hands-on President and General Manager.

Neil Van Vliet
President and Owner,
Vancole Management Ltd.
Vancole provides project management and construction site supervision services. Neil currently oversees the construction of two six-story condominium towers for Diverse Construction. He is an accomplished construction professional with 35+ years of experience in building, bidding, and managing construction projects. Neil’s career started as a carpenter in residential framing and expanded into various residential, commercial, institutional, and industrial projects. His formal education includes Building technology programs at BCIT and UFV.
Some projects Neil has project managed are Christ Covenant Church in Langley and two 44-unit condos and 53 Townhouses in Abbotsford. He is currently working on two six-story 73-unit condos in Abbotsford. Neil enjoys all aspects of project development, from design, permits, tendering, construction to commissioning, and project closeout. He incorporates best practices in construction scheduling and tracking, which ensures the best results for his clients

Rob Pilgrim
Senior Estimator,

Rob has extensive experience in the field of quantitative surveying having worked in the field for the past 42 years, the last 25 with been with Metro-Can. Metro-Can is among the top 20 general contractors in Canada, among the top 5 in BC and is proud of being the first company in Canada to complete a platinum level LEED certified green building and has a certified LEED Coordinator on staff. The company is proving itself to be the premiere contracting firm for environmentally friendly and green energy-focused construction.

Matt MacDonald
Site Superintendent,
Tavan Group
Matt joined the Tavan Group in 2013 as a Site Superintendent. In his role he oversees renovation projects from the early stages of plans and budget right through to completion. He enjoys managing the construction process while ensuring client satisfaction. With 10 year’s experience in the residential and commercial construction industry, Matt’s skills and abilities are appreciated by both Tavan and their clients and subtrades.
Matt holds a degree in Criminology for the University of the Fraser Valley and a certificate in the Home Inspection Program from BCIT. Away from work, Matt is an avid outdoorsman and athlete. He played football for 13 years and coached at the junior varsity level.

Cameron Prout
Senior Project Manager,
Mainland Group
Cameron has extensive project management experience in the construction and building trades including large scale infrastructure projects. He is a graduate of the University of North Dakota at Minot. He is currently Senior Project Manager with the Mainland Group and prior to this the Structures Manager with Jacob Brothers Construction. Prior to working with Jacob Brothers, he was with Graham Construction as project manager involved in such projects as the water treatment plant in Whistler built as part of the Olympic development and with the building of the Vancouver Convention Centre.

Mark MacDonald
Project Manager,
Tavan Group
Mark works closely with the entire construction team in his role as Superintendent. Building upon his 15 years of experience in all facets of the construction industry, Mark joined Tavan in the spring of 2012. His dedication and attention to detail has proved to be a great asset to the Tavan Team. Prior to joining Tavan, Mark managed a construction company where he coordinated and directed trades with a hands-on approach at the site level. He has worked on several large commercials, high-density residential projects and custom renovations. This extensive experience coupled with his technical background has allowed Mark to excel in all aspects of his position.
